Bill Neville

Bill Neville is the recently retired executive director of the $95 billion State Teachers Retirement System (STRS) of Ohio, which serves more than 500,000 public educators and pays approximately $7.5 billion annually in benefits, including over $375 million in retiree health care coverage.  Under Bill’s leadership, STRS Ohio paid cost of living increases to retirees for the first time in five years and rebated about $130 million in health care premiums to plan participants, earned industry leading customer service scores, and achieved top decile investment performance, all while simultaneously preserving the fiscal integrity of the pension fund and maintaining a retiree health care fund projected to be solvent for every teacher currently in the classroom. 

Before being named executive director, Bill was the system’s chief legal officer and led the in-house counsel, assistant attorneys general and outside counsel advising system’s staff and board and directed the internal government relations staff and outside lobbyists advancing the interests of the system’s members to elected officials and other stakeholders.  He joined STRS Ohio in 2004 as its general counsel.  

Prior to joining STRS Ohio, Bill was business counsel for the $120 billion Ohio Public Employees Retirement System (OPERS), where his practice focused on the investment and information technology departments.  He managed the legal aspects of the implementation of OPERS’ defined contribution plan.

Bill served as an Assistant Attorney General with two Ohio Attorneys General, during which time his clients included the $18 billion Ohio Public Employees Deferred Compensation Program. 

While in private practice, Neville advised owners of closely held businesses and other high net worth individuals on governance, entity formation, tax and succession planning. 

Bill received his Bachelor of Science from the University of Notre Dame and his Juris Doctor from Ohio Northern University.
